ROB MOSELEY

Rob’s entire practice has been focused on the transportation and logistics industry. He has tried more than 80 cases to jury verdict in federal and state courts and has decades of experience representing trucking companies, brokers, logistics companies and their insurance carriers in disputes involving:  

  • commercial transportation accidents 

  • federal and state safety regulations 

  • freight claims 

  • insurance coverage disputes 
     

For several insurance companies and regional and national motor carriers, Rob serves as national counsel managing active litigation in 20 to 30 states at any given time. Rob has developed a team of lawyers versed in the world of freight claims. The terms Carmack Amendment, Himalaya Clause, and on-hand notice are nothing new here. Rob has also obtained acclaim in pursuing cases for his collection of freight charges from shippers, including government agencies.  

Transportation contracting is an area where Rob concentrates on reviewing and drafting shipping contracts and tariffs. He has defended brokers in negligent selection cases and is on the forefront of arguments related to federal preemption. Broker liability cases are not unfamiliar territory. Rob has handled some of the most serious and noteworthy broker liability cases in the country.  

One of Rob's assets is his ability to advise trucking companies on proactively assessing and addressing risk, both internally and externally, as well as planning for growth and development. Independent contractors can be a troublesome area for motor carriers. Rob works with motor carriers to manage contractual relations and negotiate the Federal Regulations and decisions.

JIM MULLEN

Jim has nearly 20 years of executive experience in the trucking industry, most recently serving as the Chief Administrative and Legal Officer at TuSimple, one of the leaders in the development of autonomous trucking technology.  

From 2018-2020, Jim served as the Acting Administrator, and the Chief Counsel prior to Acting Administrator, of the Federal Motor Carrier Safety Administration (FMCSA). Prior to the FMCSA appointment, Jim was a lobbyist in DC for various stakeholders in the transportation and trade industries. From 2005-2016, Jim was the General Counsel at Werner Enterprises, with responsibility for the Legal, Safety, Claims, HR and Government Affairs departments. Jim started his professional career as a trial lawyer in Omaha, NE in 1993.

BRUCE MEHLMAN 

With over two decades experience in public policy, business and the law, Bruce helps leaders and organizations understand, anticipate, and navigate political risk.

Mehlman is a highly sought-after keynote speaker on policy and political trends, regularly headlining business conferences and strategic planning sessions. GREG FEARY 

Greg Feary is president and a managing partner of the Scopelitis Law Firm. He focuses on laws regarding transportation and related industries, including independent contractor issues, legislation, insurance, corporate structure designs, and contract matters. He also serves as a primary contact for mergers and acquisitions due diligence work and advises on corporate structure and risk mitigation issues. 

He has created and counseled many captive insurance companies. Additional services Feary provides include:

  • Providing legislative support on independent contractor issues

DONALD BROUGHTON 

Donald Broughton founded Broughton Capital at the beginning of 2017, after spending over two decades as one of Wall Street’s top analysts – first at A.G. Edwards where he covered the Transportation industry, led the Industrials Research Team, and served on the firm’s Investment Strategy Committee. Beginning in mid-2006 Broughton published reports warning of an impending economic slowdown and by early 2007 published reports explaining why a recession was imminent. 

His stock-picking performance has been repeatedly recognized by The Wall Street Journal as an “All-Star Analyst,” by Forbes in its “When Picky Analysts Pick” series, and ranked by both Zacks Investment Research and Starmine as a 5-Star Analyst (their highest rating).  He is a frequent guest on national broadcast media, such as CNBC and Nightly Business Report. Many in the transportation industry know him for his quarterly tracking of trucking bankruptcies. Notorious as a hard-hitting forensic accountant, as a ‘Sell-side analyst’ he used ‘Sell’ ratings more often than any other Transportation analyst, and is highly regarded for his forecasts that translate goods flow data into economic forecasts.

TRAVIS MILLS

On April 10, 2012, United States Army Staff Sergeant Travis Mills of the 82nd Airborne was critically injured on his third tour of duty in Afghanistan by an IED (improvised explosive device) while on patrol, losing portions of both legs and both arms. He is one of only five servicemen from the wars in Iraq and Afghanistan ever to survive quadruple amputee injuries.

Thanks to his amazing strength, courage, an incredible will to live, the heroic actions of the men in his unit, the prayers of thousands, and all the healthcare providers at the Walter Reed Army Medical Center, near Washington D.C., Mills continues to overcome the obstacles of living life as a quadruple amputee. Every day is a battle, but Mills continues to astound everyone with his progress and with his amazing spirit. SSG Travis Mills is a genuine American hero, and for his incredible sacrifice, we are forever in his debt.

In September 2013, Mills founded the Travis Mills Foundation, a nonprofit organization, formed to benefit and assist wounded and injured veterans. Mills and the foundation are actively involved with several veterans’ organizations namely, the Travis Mills Foundation Retreat in Maine.

Mills’ story inspired the creation of the documentary Travis: A Soldier’s Story which played in theaters nationwide and has been featured on local and national news including Fox News’ Happening Now with Jenna Lee, The O’Reilly Factor with Bill O’Reilly and CNN with Barbara Starr, and The Ellen DeGeneres Show. Mills’ story is being adapted into a major motion picture directed by Sylvester Stallone and starring Stallone and Adam Driver.
